More broadly, a question over whether or not we should ask employees or employers to cover these sorts of bills in principle is absolutely worth asking.

We need only look across the Channel to see what is possible. In France there is a versement transport levied on all employers with more than 11 employees within designated urban areas, the extent of which has been gradually extended over time. It is not particularly onerous but is hypothecated ("ring-fenced") meaning public sector transport budgets need not be overly influenced by politics. But of course such devolved taxation is not favoured by Westminster or Whitehall.

My Council only offers "in full" or 10 instalments (no payment Jan or Feb), it does not offer 12. In a practical sense it's the same even if in a technical sense it is not.

Councils have been obliged to accept requests to pay in 12 instalments for a few years now. https://lgfa92.co.uk/council-tax-paying-over-12-instalments/
They may not advertise it as they’d rather get the money faster, but that doesn’t stop you asking for it if it’s more convenient to have a more even cash flow.

Indeed. My understanding is that this is their first line of action if a resident gets in touch with them to explain that they're going to have difficulty affording the bill.

How easy it is to persuade them to do it I do not know, but it does not sound too difficult.
