This was not so subtly picked up in a previous post in this thread (and has since been deleted). I can think of a couple of explanations:
- It's filmed in London where there happen to be lots of BME people
- It's Channel 5, who seem to like picking out sections of society (poor people on benefits etc...) anddemonising themmaking "entertainment" out of it.
An RPI told me years ago fare dodgers come in all demographics. Plenty of suits on commutes to balance out the more stereotypical ones...

One of the current road police shows is a bit better. Several episodes include a case where somebody is stopped due to some kind of admin glitch, then allowed to go on their way.Also these programmes are propaganda. It’s definitely a cultural thing here.Perhaps that’s because many hard working taxpayers and fare-payers feel aggrieved that so many people brazenly game the system, and get away with doing so.

I remember an officer on the show explaining that out of court settlements were no longer possible to help with their efforts to ensure TfL was recognised as a system not to mess with but of course that wasn't strictly true as there have been instances (even if rare) where settlements have been made as seen in this forum after the show airing.Also these programmes are propaganda.
I bet they didn’t explain that for expediency and because they don’t have the relevant expertise, they usually only charge for minor open and shut bylaw offences even when blatant and repeated fare dodging has taken place which would warrant a more serious charge.I think it is quite disappointing the series never showed any outcomes with cases at the end of each show. It makes me wonder how many lies they tell when off camera.
