have seen these at the Western Portals of the Elizabeth Line Tunnels outside of London Paddington, I saw this one at Peterborough adjacent to P7

It looks like a perimeter intruder protection system found on many construction sites when high value plant and equipment is left unattended. They can be monitored in real time via 3G/4G systems and can provide warning messages, sirens, lighting etc.

Off-topic, but we did once have two guard dogs stolen in the days when it was legal to have them running loose on the site. Got one of them back via the Police, but not the other!
