What’s going on in Birkenhead?

Travelling on the Merseyrail Wirral Line today I noticed some work going on in the vicinity of the branch off to Birkenhead Docks from just before Birkenhead North.

Are they just lifting redundant track or are they renewing it for future use?

They're building a new wash plant on the depot, the access route for materials is along the old docks route

There's also been construction of a new cable or power route around Rock Ferry.
This is on the old fast line alignment.
