Discovered what the sign meant yesterday. What exactly do the two white bars depict? Do they represent some part of the mechanism?

I believe they represent a Pantograph head when viewed from above.

They seem to be a variant on the typical European sign which is a white bar on blue diamond - vertical for up, horizontal for down. I don't find either intuitive!
