Ummmmmm. Why?

If NR can make a business case for it, then they can go ahead with it. I’m not aware that DfT control NR as tightly as the TOCs.
given that a lot of them are sitting around doing nothing, how much purse strings need untightening?
are they really short of £1m?, you should get 6 power cars+ 12 mk3's for that at "slightly above scrap" value.
(I've seen £4m systems be sold off for less than £100k each at industrial auction before)

presumably a lot of these are heading for the scrap heap, so auction value would be a decent offer.

In light of the recent incidents at Margam and elsewhere I'm surprised that working red zone is still allowed (I believe Scotland zone is banned) and that the idea of manned track patrolling seems decidedly old fashioned these days if the same job can be done 'electronically'.

A good sign maybe but presumably more Mark IIIs (or even Mark IVs) will need to be acquired to increase the amount of coverage done.
If anything I would have thought they would be after more mark 2's.

shorter carriage length, "C1" spec is pretty much go anywhere, only limitation is 100mph.
125mph still needed, but maybe a dozen or so MK3's would be needed for 4 sets of bananas.the cl73+ MK2/dbso sets can then patrol the rural routes(perhaps even an option for redundant cl153/150's/769's for inspection or rail treatment as they get withdrawn)

DRS could probably donate a couple of their fleet and replace with mark 3/4, which would be quite a nice upgrade for charters.

Plenty of Mk III's will be available soon from GA once the 745s rollout is complete.

plenty already available at ely(ex gwr hst sets)

requisitioning 12 from a fleet of nearly 1000 mk3's, and 6 from a fleet of 200 ish power cars(or 140 or so due for scrap) should not exacly be difficult.
Daft/NR should easily be able to put in place the legal clauses to say "required for national strategic integrity."..we want, you provide. end of.

should not be treated any different to a compulsary purchase order. Suitable compensation will be given, but the assets will be transferred.no if's or buts.

Seriously? Compulsory purchase? Sounds like a communist state.

In any case I would think the ROSCOs would be very happy to sell or lease vehicles to Network Rail. Better than paying to have them sat in store.

The Mark IIIs from GA are hauled Mark IIIs and are different to HST Mark IIIs. The ones 'hiding' at Ely would be easier to convert than the GA Mark IIIs. They can be converted as per Grand Central (now EMT short) sets but isn't needed due to the spares at Ely.

What’s communist about Compulsory Purchase?

How do you think major infrastructure projects are accomplished? Charity and goodwill?
If you say it in a Russian accent it sounds like you are doing it for a military project.

You know what I mean. Compulsory purchase for major infrastructure projects, yes. Nationalisation of a private company’s assets - not something that is normally done, except in extremis (e.g. RBS in the banking crisis).

As an aside, the power requirements of test train vehicles (including NMT) are different to those of conventional passenger vehicles. Power is supplied from on-board 415v generators, using non-standard jumper cables and receptacles fitted midway up the vehicle ends, with no train supply from locos/power cars. Thus, the difference in power requirements between HST trailers and loco hauled Mk3s is somewhat moot, as any vehicles would be subject to some amount of rewiring in any case.

no more communist sounding than actions and phrases like "control period 5, control period 6" etc.
That also has overtones of marxist/leninist x year plans, especially when done in said russian accent!
