What blue/green liveried train did I see between Preston and Lancaster this morning?

Amid this mornings disruption seen from the M6 alongside the WCML between Lancaster - Preston heading south around 08:30
What looked like an AC powered three or four carriage PEP unit painted blue/green. Couldn't really look due to need to keep eyes on road, but closest livery was a Silverlink 313/1

Is there anything like that still around? What was it doing on the WCML? At the time it was seen, everything north of Preston was supposedly blocked

What you are describing sounds just like the TPE class 350’s as has already been mentioned. These are four coaches long, it was at the time one was due, and again all but one has been repainted in a green/blue livery, because they were due to be taken over by LNWR but has been delayed.

Alternately it was one of the new TPE class 397’s which are predominately blue. The 350’s have blunt front and rear ends, the 397’s are more sleek and pointed. I hope that helps.

However for both the most prominent colour is neither blue nor green. If it is 'PEP-looking', it could be a Railtrack Class 950, is there are any in that colour scheme.

The only 950 in existence is bright yellow.

In some lights the LNWR livery can appear to have a blue hue to it so I'm going with the OP seeing a 350/4.

There is one 950; it is in bright, Network Rail sunshine yellow and it is currently in the West Country. I think it can be safely discounted.

What about the London Midland-branded 150/1s that Northern have been using? They look much more like PEPs than 350s do, especially from the side.

Another possibility could be 156461 in Ravenglass and Eskdale Vinyls or 156464 in Lancashire Dalesrail Vinyls. This begs the question as to what are the possibilities of advertising vinyls being used in the future after all the Northern Units have been reliveried in white? Is there an agreed time that Advertising Vinyls remain if there has been a contract between the TOC and the tourism promoter and money paid by them? Thinking Lancashire, Yorkshire and Cumbria advertising on class 150s/155s/156s/158s in recent years. Why have 156461 and 464 remained this way for so long?

Nothing like it
What I saw had full yellow ends, mainly blue paintwork with green vinyls on top.
As I said before, it looked similar colours to the old Silverlink livery.

And remember that morning TPE weren't running north of Preston, so the chances of it being one of theirs seems low

That happens because the camera/image buttons in the toolbar (and the gallery they feed) are a relatively unused feature.

We're supposed to use the red "Upload a File" button underneath instead.
