Sorry, how do the dregs of the driving trade end up in black cabs if the barrier is too high for them to get in? Agreed, a reputable private hire operator should take action against dangerous drivers, just as TFL (in the case of London) should vs any taxi or private hire driver.

The tweet you quoted says the barrier is high in London. And says the dregs end up in black cabs in other cities.

If you're going to argue, please argue against what people said.

Also - if someone is at the side of the road waving a mobile phone, and a "car" swerves illegally into a bus lane or a bike lane to pick them up (as often happens to me - I had a near-miss [near-hit?] again yesterday), then it's a good bet that the car is a mini-cab/whatever. And it always turns out that that is the case when you look closely and see the sticker in the window. So that's another way of distinguishing private-hire cars from ordinary cars...

Pretty sure that one reason the roundel was introduced for PHVs was so that they could pick up in bus/taxi/cycle lanes and (in theory) camera operators wouldn't hit the red button. This doesn't mean they can drive down them, or wait for a passenger, or carry out dangerous manoeuvres, obviously.
