Ok, my head hurts. Why are the protestors blocking the railway? Is CN responsible for the pipeline?
Closing the railway makes it unreliable, thus putting more lorries onto the roads, and liquids into more pipelines!

They are building a new pipeline across indigenous lands and there are protests as a result. Not sure why they are targeting CN but shutting all passenger trains down makes for quite an effective protest I guess!

Though not half as much of an impact as the same thing would be in the UK - Canada's passenger rail system is decidedly sparse and most people have probably not noticed. The effect on goods transport is probably greater.

Have not read anything about the real mass movers on tracks: GOtrain Ontario (the white+green doubledeckers) and other local city commuter lines. I think they have more pax as VIA, but of course on much shorter distance.

Go was hit by a blockage this week (https://www.680news.com/2020/02/25/lakeshore-east-suspension/):
Metrolinx said regular GO Transit service will be running on the Milton line Wednesday after a blockade near Jane and Dundas Streets stopped trains from running through Tuesday evening

EXO Montréal has been hit for some time now. Services on the Candiac line are still suspended and replacement busses run (https://exo.quebec/fr/service-clientele/avis#51948803, Frensh only).
Veuillez prendre note qu'en raison d'une manifestation aux abords des voies ferrées, l’interruption du service de trains de la ligne exo4 Candiac se poursuit. Les navettes d’autobus sont maintenues pour le lundi 17 février 2020, et ce, jusqu’à nouvel ordre.
Rough translation
Due to demonstration close to the tracks services on the Candiac line remain suspended. Replacement busses will run from 17 February until further notice

The Mont-Saint-Hilaire line was affected as well. It is back in service since Feb 24

Rough translation

CN is calling back the laid off staff to get trains moving again (https://www.cn.ca/en/news/2020/03/cn-ready-for-recovery/):
CN announced today that, in the absence of significant illegal blockades on its network over the last four days, it has started calling back most of the temporarily laid off employees based in Eastern Canada.
CN warns it will take some time until the network is back to normal operations:
“While we are keeping a close watch on our network for any further disruptions, we are mobilizing our employees to be ready to implement a focused and methodical recovery plan for our Eastern network. The complete network recovery process will take several weeks.
