Does anyone know whether cross-border rail routes into/out of Switzerland are currently 11th March subject to border passenger checks (similar to those between Italy and Austria before all services ceased)? If so what's the average delay to the train? Also is the Tirano to Chur service suspended or still running? Thanks.

Service still running but you are not allowed to leave the station at Tirano; no problem if you are travelling north!
Reduced service on ECs Chiasso/Brig-Milano; SBBinfo is not available in English (surprisingly) but vaguely refers to delays and cancellations.
From the journey planner: trains seem to be punctual (I suspect there's hardly anyone on the ECs); through running of the TiLo S-bahn seems to have been suspended and service reduced today in both countries owing to "staff shortages."

Posted on the CZ/AT thread but here would have been better: Austrian authorities have suspended trains to/from Switzerland.

It's fair to say that we probably need to scrub all plans for foreign trips until Easter.

Given that the peak of the pandemic is still some way off I would suggest that Easter is wildly optimistic. Right now my guess is that it will be at least July before there is a realistic chance for some sort of normality to return to the travel situation.

BBC news reporting just now that Germany is partially closing the land borders tomorrow with France, Switzerland and Austria. The implications of this for cross border rail services was not yet clear.

I would currently say:

Any large event or trip in April, May or June - no chance
July - maybe 33%
August/September - maybe 50%
October onwards - 66%+

But that is just a finger in the air.

TBH if this was the case, I'd say most people could waive goodbye to any overseas holidays this year because the airlines would collapse, and countries like Greece would literally go bust. I am fairly certain that the measures currently taking place in many holiday destination countries is partly driven by the desire to get the worst out of the way before the peak seasons start in a couple of months. And remember, as the virus becomes far less viable on surfaces above 24C, many countries may well see a decline in cases in the coming months.

As of Thursday, SBB/CFF/FFS is suspending all international connections. Trains will just run to the Swiss Frontier stations, ie. Schaffhausen/Basel/Geneva/Brig/Chiasso. OEBB RailJet and the EC service to Munich via Bregenz are already suspended. Looks like some local trains will continue, however eg. to Bregenz, Konstanz, Singen, Waldshut/Basel Bad., Belfort and the new Leman Express network. These reductions will last at least until the end of April.
