Blackballed isn’t the correct terminology to be honest. Yes there are issues with the steps & many can’t be used until CAF sort the problem out,but to be honest that’s just one item on a seemingly ever growing list of issues with the sets mainly to do with build quality, or should i say lack of!!
Sounds like lessons weren’t learned from the 195/331’s.

Notwithstanding the already identified issues with the 196s that is preventing their introduction, is the recently identified yaw damper defect within Northern's 195 fleet likely to carry across to the WMR fleet?

Seen as they are from the same family of trains and from the same manufacturer, it seems likely the issue will affect 196s too, unless they make changes to damper design on these units.
If leisure travel picks up and people are happy to go to London museums, events etc Chiltern could be be short of stock at weekends more than weekdays. Arriva will not care though given their policy of sweating the assets. Sadly now Chiltern is very different from the era of Adrian Shooter.
Back on topic if these 196's are not in service to the current schedule yet others demand the 170's WMR will have a major problem.
As predicted earlier in this thread, units are now being repainted into EMR colours and returning to service with WMR, so it seems as though WMR are pulling a TPE in order to cover the 196 delays. How long they’ll be able to keep it up though, I’m not sure - personally I think they should’ve extended the dispensation on the 153s temporarily but at the time I doubt they knew that issues would persist with the 196s...
The units currently in progress are planned to move partly or entirely by May, including 503 which has temporarily returned to Tyseley. Further units may be done during the year with no plan for them to actually depart WMR just yet.
7 units for now, with 6 before the timetable change and 1 just after was the last update a few weeks ago.

Barring 001 which arrived at Donnington yesterday, I think I am as up to date with this fleet as possible at https://www.ukraillog.co.uk/175-197. I am in the process of adding the detail of 001 at the moment

I’m interested to see how testing goes.
I'm not sure anyone really knows now. Depending on who you ask there seems to be a range of issues which need fixing before they start driver training fully.

December 2021 is earliest I'd say but more so 2022 is likely now.

On the Modern Railways website homepage you can see the top half of the June issue, with a headline that says "West Midlands 196s bound for East West Rail". Is this for testing or something?

No, in a bit of a curveball, six 2-car class 196s are going to be operating the initial EWR services between Oxford and Milton Keynes when the line opens in 2025. WMR will supposedly have sufficient capacity in its fleet, due to a combination of reduced demand following coronavirus, and the fact the the class 196 fleet is larger than the class 170 fleet it's replacing.
I'm sure someone who's involved with the project will come along shortly and explain it properly!
