I belive that the resignalling at wolvercote is the problem. But when is Charlbury platform going to start?

I don't think it would be that difficult. Evesham to Norton Junction would simply become Absolute Block, hopefuly with 1947 GWR block instruments. At the Oxford end the line could simply become single track just short of the junction so major alterations would not be needed.
