It's a message from a driver. Their train has been in collision with a car at a level crossing. There is a fair bit of irrelevant stuff. Speculation about how the car got there etc. I just concentrated on the emergency aspect and kept in all the stuff I thought was important (location, injuries, which emergency services needed etc...)
