    Any TIS should be able to do this, a customer might have to explain that it would have to be done as the fare and then the reservation separately so I'd recommend a competent ticket office.

    A Travelcard is fine to be issued to Smartcard, what you cannot have is a daily ticket with the Maltese Cross (Cross London) issued to Smartcard.

    No, most likely because Merseyrail sit outside of the National Rail Smartcard Scheme. They have their own HOPS (Host Operating Platform System) for ITSO.

    I must admit, I didn’t think you were supposed to have Super Off-Peak tickets enabled for Smartcard! I don’t believe the ticket gates can pick up the relevant restrictions either, though I may be wrong.
