Would be more simple for Tickets sold to and from Coventry and Wolverhampton and stations in-between, have a "Not XC" restriction. Tickets to/from stations south east of Coventry and North of Wolves wouldn't be affected. Then XC Revenue protection patrol the trains with lots of announcements...
Because in order to speed up training, those on RDW will need to cover diagrams for those crew requiring training. At the moment, RDW is just about covering routine absensces and lack of trained crew. RDW can't be relied upon.
Network rail will eventually asses and make the decision to put them on the no run list during Blue, Amber or Red states. Educated guess would be Amber. Voyagers can run in Amber so if red, it would be the sleeper and 15x/16x only.
They are typically 2 hourly with a longer gap in the afternoon and hourly in the morning. Some of the morning UP trains can terminate at Plymouth/Exeter on the up and Taunton on the down as necessary. The through train can also be busy.
