But why would/should they need to negotiate for a safety critical guard in their terms & conditions. It was promised in the current franchise contract that guards are guaranteed for the 7 year life life of franchise.

There were rumours around late 2015 that TFL would take over metro services just post SWR franchise start, but there was no money in the pot then followed by the Cross Rail delay & overspend.......will it ever happen?
