a quick look on google maps seems to show that its level access throughout the existing building so who knows what it means other than being the usual buzzword bingo you get in such press releases these days.
Given there is already a pillar/support behind it and it's maybe a sixth of the width behind the yellow line it seems more complaining for complainings sake tbh
The works the last few weekend have been track renewals, there has been no progress on the electrification since works were paused and the compound cleared as noted above although I have heard it may be starting up again next year.
