There used to be a goods yard on that site, which appears on old (1950s) maps of London. I think the loop itself is too short for most of the goods trains that use the line, but there are a few goods trains that are scheduled to use it.It's also used by a couple of Overground ECS moves each day...

Sounds like NR have really cocked up. As someone who uses this line frequently this is incredibly infuriating. On the other hand that overground liveried 345 looks very nice indeed.
