    Why are Locomotive types measured in engine output and not at the rail?

    The engine power output on a class 60 of 3100 bhp puts it as a type 5, however, it's output at the rail of 2415 bhp puts it firmly in the type 4 category. So why is horsepower measured at the engine and not the rail?
