Could Heritage Railways ever go faster?

You forget that the Light Railway Order doesn't say that 'A strict 25mph limit must be observed', it says an 'average speed of 25mph' so yes you do get faster running when necessary to make up time or if there are limits in place on certain parts of the line.

Could Heritage Railways ever go faster?

    Absolute hellfire!

Could Heritage Railways ever go faster?

A class 08 isn't geared highly enough to even reach 25 mph let alone going up a steep bank with 5 on.

Bluebell Railway Giants of Steam 2019

Home fleet likely to be (if anyone is interested) - Standard Class 4 Tank no. 80151 (recently returned from overhaul) Standard Class 5 no. 73082 Camelot SR Q Class no. 30541 SR S15 Class no. 847 Possibly also 65, 263 or 178 but wouldn't be surprised if none of those make an appearance

Is there a solution to the 9F mainline ban?

Does there need to be a solution? The 9F's are literally the perfect loco for sitting at 25 on the preserved lines running heavier trains up steeper gradients, they'd be of virtually no use on the mainline being limited to 40 I believe

Nearest heritage/ preservation line to Bedfordshire?

Leighton Buzzard is in Bedfordshire itself but if you're looking standard gauge then probably a trip up the M1 to Leicester / Loughborough and the GCR or you have the Nene Valley in Peterborough also not far away
