    HGV VED is very low compared with cars. A large MPV pays more then a 40T HGV yet the HGV wears out the infrastructure 10 000 times as much. HGVS are heavily subsidised.

    Would it not be possible to introduce a penalty fare for those occupying seats for which they don't have a reservation. The threat of enforcement may be sufficient to deter people even if the practicalities may make it difficult to implement in practice.
