    Huh? They will know, as accurately as any other ToC, how many people are using Travelcards to travel on London Overground. Most LO stations have ticket barriers, after all. And the Class 378s can determine passenger counts pretty accurately with their loadweigh system.

    No, you are always required to touch in and out when using Oyster PAYG. But in this case, the Oyster readers are not working, so touching in is not possible. It would be unfair of them to require you to buy a paper ticket, which may cost you much more than the Oyster PAYG fare.
