    Not necessarily. TPE type tickets that are not subject to NRCoT (NRCoC is no longer valid) are the property of the TPE that issued it. In the OP's case South Yorkshire.

    How did the guard commit a crime? The passenger does not own the ticket. It is owned by the PTE in this case and by the railway in the case of a normal ticket.

    That should be the other way round. Pass or guard assist should be doing the customer service/revenue side. The guard has the responsibility along with the driver for the safety of their train.
