18+ oyster photocard, producing paper discounted travelcards

Hello,

Reference this thread http://www.railforums.co.uk/showthread.php?p=1126424#post1126424 could someone clarify in more detail whether this is correct:

-Customer has an 18+ oyster photocard
-This entitles them to 30% off travelcards http://www.tfl.gov.uk/tickets/14312.aspx
-If they wish to purchase at a station that can't do oyster products, they are issued a paper ticket with the discount?

Questions:
-does said paper ticket use the oystercard number in the photocard field?
-are there really stations in the zones that can't issue oyster transactions?
