Do you have a reference or (Australian or any) standard for allowable rail wear for 54E1 rail profile?

That would be set by the maintainer / asset manager of whichever railway was using it. That's not a standard UK rail profile, so UK stuff would not really be applicable.
It would depend on speed, tonnage, curvature/cant, wheel profiles in use, and, most importantly, the risk appetite of the asset operator.
Not a straightforward answer I'm afraid!

Can you be a bit more specific in the context of the request?
