Just how under-utilised is the EMT HST fleet?

It's not as bad as it was, they've now permanently transferred a set to East Coast. That being said there's still enough slack so that they can loan one out regularly to run railtours (like the run over the S&C last weekend).

I believe EMT have 24 power cars and 10 sets to operate 8 diagrams, 9 on Summer Saturdays

I thought they had eleven or twelve sets?

Just to point out, Southern do have an enhanced/faster timetable in place on Summer Sundays. This includes 3tph between Victoria - Brighton, two of which do the journey in under an hour as per the rest of the week. Goes back to normal in September but from December, this looks set to be a regular thing, with improved journey times between London - Clapham - Croydon and services between Victoria - Epsom running until 1952, giving a later service of 4tph on the Mitcham Junction route.

Perhaps if this country learned that in order for a 24/7 system, Sunday trading laws can be relaxed?

It's only because of the Christian Right that we don't have a fully intergrated service. They might not want to work a Sunday - Sign a waiver with their employer. But I can think of a fair few people who would happily snatch 2 out of 4 Sundays a month for the extra hours...

This is a problem - at a time of high unemployment we have train services that can't be run because there aren't sufficient staff to "man" them.

Agreed, the TOC's could easily employ enough extra staff to bring Sunday into the working week.
