There must be thousands of people who commute England/Scotland and England/Wales daily, not to mention the town of Knighton right on the Welsh/English border and near-ish towns such as Berwick, Carlisle, Chester, Wrexham and the Bristol/Newport/Cardiff commuter belt.

What do these people do: follow their own nation's policy or the nation they are working in etc...?

You have to follow the rules of the country that you're in at the time. It's fairly easy for an English employer to say (if asked) that you are prevented from working from home (which is the criteria in Wales) to allow people to go back to work which is the grey area at present. Plus hoards of people driving to Wales for garden centres that have to say they're driving for exercise until they cross the border!

I would of thought that you carry on as normal.
