Alleged industrial action at Manchester Pic

According to the BBC Travel website and Red Button Service, Northern Rail services could possibly be disrupted at Manchester Pic tonight due to Industrial action.

I have noticed for the past few days problems with train crew not been available, so is this related and what industrial action is taking place?
