How likely is this to happen in the near future?

This outlines lots of re-openings, missing links etc that ATOC have identified. What are the chances that these will happen? I am particularly interested in Shrewsbury to Stafford (as, if I buy a house, it may be at the bottom of my garden but also ?)
But generally just wondered if we will see closures from Beeching reversed. The Government have just announced one. The first of many or a political sop?
