Railway Byelaws 10 and 11 would seem to cover it and there may be other non-railway specific legislation that could be used:

10. Trains

(2) No person shall be in or on any train except the parts of it intended for use by that person.

(4) No person shall enter or leave a train except by proper use of a train door.

11. General safety

(1) No person shall move, operate, obstruct, stop or in any other way interfere with any automatic closing door, train, or any other equipment on the railway except:

(i) in an emergency, by means of any equipment on or near which there is a notice indicating that it is intended to be used in an emergency; or
(ii) any equipment intended for the use of passengers in that way in normal operating circumstances.​

This week a German hat found a spot on the outside of a ICE (in Germany). It travelled for 25 kilometers from Bielefeld to Loehne (in the direction of Hannover/Berlin); where is stopped. Staff in Bielefeld saw it happening. He was standing on an area of about 6 by 10 centimeters or 2 by 4 inch! Link below shows the police demonstrating it!

I just heard that on the BBC, how on earth did that happen?

From this coming Thursday to Monday IC and ICE do not stop in Bielefeld. So if that person shows up once again than he should use other trains.
