Bedford - London Thameslink, valid to Finsbury Park?

I have a friend having annual season ticket (paper) from Bedford to London Thameslink.

Is the ticket valid from London St Pancras to Finsbury Park?

You should be able to buy a London Terminals to Finsbury Park ticket to make it valid though.

Moorgate isn't permitted for a Bedford - London Thameslink ticket.

You are mixing up the inter-available routes between Finsbury Park and Kings Cross/Moorgate. The inter-availability can only be used with a ticket that has validity between FInsbury Park and Kings Cross. A ticket from Bedford to London does not have validity between Finsbury Park and Kings Cross so it isn't relevant.
