Cambridge North Fenced Compound with LED Lights

At Cambridge North, just North of platform 3, there is a fenced compound with a few on poles. Does anyone know what they are for?

The answer is its an emergency refuge, and they are LED lights.

If that even is solar, then it is a truly bizarre set up that would provide no meaningful power. From looking at the photo, I'm not 100% convinced it is solar!

The fenced area I think is the safe refuge for fire evacuation from the Down platform, in lieu of a secondary exit.

Not sure about the solar panels though.

I think they are folded down lights, which would fit the safe refuge explanation.
There is a hinge, and a catch at the (current) top which would match a catch on the pole.
