Can a RTV be exchanged for a cheque or bank transfer?

I have a RTV issued by Arriva Rail North due to expire on the 26 February next year, due to the current situation its highly unlikely I will be able to use it, is it possible to have the voucher exchanged for a cheque or bank transfer, if so does anyone know who I should contact as if I remember correctly the franchise changed on 1st March this year.
I also paid £30 for a railcard which is going to expire before I have had chance to use it.

I think that there are occasions when the operator will exchange a voucher for a new one, but it's not a right. Contact Northern and ask if they would oblige. As Elecman says, it's effectively tough on the railcard. The industry wanted to extend validity, government said no.

They’re unlikely to exchange it for money, but you may have some chance of getting it exchanged for a new voucher.

There's no harm in contacting their customer relations staff for advice.

Station staff wouldn't be able to change the voucher though, so I'd imagine any offer of assistance would have to be provided by the customer relations staff.
