The Give Way sign indicates that the road user must give way to any trains but does not have to stop before proceeding. So the only thing they aren't required to do is to stop - but they MUST give way.
Highway code rule 299 says you should look in both directions and listen, which, given the road width and layout would mean you virtually have to stop to do this properly

Reported in Steam Railway issue 479 that the driver was aware of the level crossing but she had never before seen a train there.
