Why are charter operators being forced to change from next year when far more numerous service trains have until 2019 ?

Seems punitive, given that charters must be responsible for a tiny proportion of waste.

it is a consultation:

Rail: The comments have come in response to an NR consultation on ending the use of rolling stock that drops toilet waste on the track, which the infrastructure company wants to see phased out by December 2019. Franchised services are already due to end the practice over a similar timeframe, and NR has suggested that commitments to making the changes should be incorporated into renewed charter Track Access Contracts from this summer

Not a moment too soon. Every person who complains about this should be made to stand next to the track and be sprayed with a atomised pooh released form a train and moving in a cloud at high speed. Lovely.

Well, I suppose if it's a commitment over a similar timeframe we can't really complain.

Perhaps something similar to the tanks on mk 4's can be fitted to 1's and 2's (to catch the 1's and 2's).

2) Can you back up your final statement?
I have no doubt that NR have spent a fortune on analysing what has been found on the tracks and proved that more is found to have come from charter trains due to the fact that there is a high proportion of passengers on them who eat and drink amounts way above passengers on 'service' trains

Well, hopefully it will lead to a thinning out of charter stock, rather than a massive cull of charters. Lets hope this isn't the straw that breaks the camels back !

Don't know much about lavatories,although I have noticed several regular posters, not on this thread,are experts.
Could there be a compromise so that chemical toilets could be installed - the sort at pop concerts & building sites? They could still discharge onto the track but it could be made inoffensive with chemicals. So no huge storage tanks & depot discharge facilities.

I assume you haven't been hit by the waste product or had to move it before starting work ;) It is disgusting and needs to stop, inoffensive or otherwise!

They have already been able to get their own way over the years with the retention of Mark 1s, not needing to fit (or use previously fitted) Central Door Locking, not needing to modify their vehicles for the disabled (wheelchair access, Universal Toilets etc) unlike other operators
No wonder these charter stock owners are not short of a bob or two!

The network will have a lot of tanking facilities by this time, so perhaps it would be easier to allow the charters to use these, rather than building new ones.

No. The chemical toilets you are talking about, those at events, building sites, etc, have tanks that retain the waste. Also adding chemicals and dumping that, really good idea... NOT.
