Contactless/Oyster PAYG pricing for multi-leg journeys

If I use Oyster PAYG to travel into London by train and continue to a Zone 1 destination by underground the underground leg is free, but if I continue by bus it costs extra. For example: Wembley Stadium to Regents Park via Chiltern (Marylebone) + Bakerloo line = £3.90 in peak; but via Chiltern + 453 bus it is £5.40. Is this correct? TfL incentivises use of underground rather than bus for the last mile?

If you change from rail (including all heavy rail modes plus DLR) to bus it always counts as a new journey, so yes you are right that if you take the bus it will cost you more.

The fare from Wembley Stadium to Zone 1 will not change depending on whereabouts in Zone 1 you are going to, so if you can stick to rail and not take any buses then yes this is cheaper for you.

It's not true to say that "the Underground leg is free" but in the specific case of Wembley Stadium to Zone 1 it makes no difference how much you use the Underground (if at all) because of the zonal pricing structure and the fact that this journey is charged on the TfL pricing scale.

Indeed. If you substitute Eltham for Wembley Stadium then the Underground will cost more than stopping at the SE Terminal.

yes, some of the train companies journey have a TfL-NR "surcharge" which is cost slightly more than a bus fare.
And strangely, a return journey Southeastern Zone 4 - TfL zone 1 in PAYG can almost reach zone 1-4 day capping.

Well then, get bus 18 which goes all the way from Wembley to Regents Park and it costs just 1.50. Does one say that incentivises the bus?
