Crossrail (TfL/MTR) Not part of National Rail?

So, I went to Abbey Wood this afternoon to add a Southeastern delay repay voucher onto an Oyster card. Abbey Wood is now run by MTR in readiness for the Elizabeth line services. This means that they do handle Oyster transactions at the ticket office. The conversation went like this:

Me: Can you add this voucher to my Oyster card please?
Clerk: No, that's a southeastern voucher, we are MTR.
Me: But it is valid at any National Rail station.
Clerk: MTR is part of TfL, not National Rail.
Me: So are you saying that you don't accept National Rail vouchers at all?
Clerk: That's right, we're nothing to do with National Rail.

Didn’t LO operated stations go though the same stupid ‘not National Rail’ phase quite a few years ago?
TfL will almost certainly pretend there is no problem...

In a similar vein, the Heathrow Connect 360/2s have now gained TfL Rail stickers inside and out. The automated announcements have also been updated , now including a message about Heathrow Express tickets not being valid. Whilst this will be correct from tomorrow when TfL take over it I see not correct today!

Complain to tfl. Their concession agreement specifically mentions acceptance of national rail tickets.

Unlike the Crossrail central core stations (not yet open of course), the other Crossrail stations are 'ex-BR' and thus part of national rail. That applies to stations now operated by LU that are ex-BR, too. As such, all the rights, privileges and responsibilities of being ex-BR apply. They all come under ORR jurisdiction. For LU (not responsible for Abbey Wood, of course), this means that they have some regulated stations and some not regulated.

What difference does that make?

The National Rail Conditions of Travel dated 11th March 2018 say that the following operators are covered:

Thank god my local station stays with GWR when Crossrail opens!
