That is a 'shoe paddle'. These can also be found in mainline third rail units and are used to support the shoes up and off the conductor rail should it be necessary to remove a shoe from contact with the juice. Back in the days of Slam Door EMUs on the Southern Region, they were put across the secondman's window - like in your photo - in cabs where the handbrake had been applied.

A minimum of 6 are carried in each driving cab.

On D Stock it was found very early on that paddles create a very neat tea table by wedging one just in front of the driving console!

I have a good picture in a book of this being done on a Munich U-Bahn A Stock train, albeit in black and white. It's an interesting old concept for sure.
