i have a ticket from London stations to Broadstairs, but decided to get the train back from charing cross to Ramsgate which is an earlier stop and then transfer.
There's no train from charing cross to Broadstairs, but it would be fine for me to claim delay repay for this even if it's to a station not mentioned on the ticket isn't it?

Your ticket is valid to/from Charing Cross if it says "London Terminals", so yes, you can claim the appropriate Delay Repay subject to a valid itinerary.
