Indeed, whoever owns the franchise, it will still be the same trains being driven over the same infrastructure. Unless and until the DfT mandate otherwise.

Same ****, different name on the door. I genuinely believe that changing the franchise does very little and people constantly calling for heads to roll are more concerned about taking the head than curing the disease.
