Could an excess from a York - Scarborough Off-Peak Day Return (CDR) to a York - Bridlington CDR be bought even though York - Bridlington fares are only valid via Scarborough for interchange purposes because of an easement?

If it is a valid route, yes, you can, but only before travel, or, if there were no facilities to do so there, at your first reasonable opportunity after boarding a train.

York - Bridlington is valid via Scarborough due to the Group Stations rule so the excess is possible.
