Excessive speed on East Coast main line back in 1990's

Just been looking through old copies of Railway Magazine, and seen a log in Practice and Performance August 2007, of a 136 mph timed service run in 1996, it was the 14.00 Glasgow to Kings Cross flyer, which i often used to time in 1990's, the top speeds were Cowton 132 mph, Templehirst jct 135mph, Carlton 133 mph, Stoke bank 136 mph, Sandy area 134 mph, just proving that these speeds were done on service trains in the 1990's, the drivers in those days were keen and knew how to run hard, they certainly exploited the 140 mph top speed of the 91's and mk 4, could these speeds be done now days or does OTMR and TPWS stop this?
