The proposed system works by monitoring the general area, when a new object (person) enters the area it is logged and associated with an I'd. The coordinates of the object are then logged as the object moves within the area.

A separate system monitors several ticket validation points. By cross reference a successful validation is associated with an object.

When a valid object approaches a gate it can be opened. Alternatively with no gates you get the audible and visible feedback.

The system is more efficient as any validation holdups are isolated from the flow through the gates. No long range detection is needed other than cameras.

That was my understanding of the document.
