I'm going to guess that it's the architect of Trellick Tower, Erno Goldfinger.
That's the boy. Fleming hated the brutalist (in his opinon) of the tower and had his revenge by naming one of his baddies after the architect.

In Seoul 1988 an Olympic record was reduced by several metres.
What was the event?

Was that in the javelin? I recall something about changing the specification to make it harder to throw because there was a danger that the crowd might be hit.

Correct - it was for 2 reasons, one was the distance being thrown was making it dangerous and the second was that the big throwers were making it land 'flat' making it difficult to identify the landing point. The new javelin doesn't fly as far and has a different centre of gravity, making it land at a decent angle.
The record was reduced from 94.58m to 85.9m
