Checking the caveats in the Enhancements Delivery Programme, it states that the Cardiff wires are authorised for passenger use in November 2019 subject to access being agreed, alongside all the stuff about increased scope with 387s in Brickwork Sidings. So it could (not necessarily will) end up that this is a case of "under-promise and over-deliver". It also states that testing is due to begin with the OLE in July, and the vast majority of steelwork is already up between Newport & Cardiff.
