No doubt someone "in the know" will come along with the answer, but there are several possibilities including,
1. Some sort of measurement train.
2. It could be prefab track which needs to take a certain route to ensure it faces the correct way when arriving at site.
3. Given its engineering nature, something could be out of gauge.

Noticed a tamper was parked up in the siding at Haltwhistle this week, guessing it was working in the locality through the nights, and probably what this train was?
