Have EC cracked down on staff travelling in FC?

As title really, I've noticed that you hardly ever see railway staff travelling in FC, when K used to be like a 2nd home for them on EC, inc. staff off FCC TOC. Has a memo gone out pointing out the increased FC loadings and telling folks that perk is over?
