That looks like an Absolute Block instrument, used in a signalbox to indicate the 'state' of the lines controlled by the signalbox. In railway terms, the 'Down' line is generally away from London, and the 'Up' line is generally towards London. The arrows would be changed by a handle at the bottom of the instrument - it looks as though there might be two there, one for each line. You won't find this sort of setup in most signalboxes now, but there are some old 'boxes left, such as Moreton-in-Marsh on the Cotswold Line.

I would add that it looks like a type produced by the former Great Western Railway (*) or British Railways Western Region. If you do not want to retain it, it is probably worth selling through a proper trader in railway antiques, rather than a general saleroom, etc. The price would probably be affected by how much of the insides are there; the exterior looks fairly complete except for the end of the handle sticking out of the front.

It's a GWR 1947 pattern double line block instrument from a signal box. Many are still in use in the West Country today. As above,a specialist railway auction house like Great Central Railwayana Auctions or Great Western Railwayana Auctions would be the best place to sell it if you wish to do so. Other railway auction houses are also available. They also look good polished up sat on your sideboard
