I've just been browsing the HS2 route map here

Can anyone explain what this is for?

Infrastructure maintenance depot. Trainloads of sleepers etc will come in and waste materials out via the connection to Network Rail, and engineering trains can travel to wherever they are needed via the HS2 connection. It'll probably be used as a construction railhead too.

Would it be rated for passenger access?

Would be ironic if in the future Chesterfield ends up with better connectivity to HS2 than Sheffield.....

I think that it is mainly the Staveley and Clowne branch trackbed - 40mph if you're lucky!
