Is this an axle cover for a LNER locomotive?

Hi, Can anyone advise me what this is. I have been told it is possibly an axle cover for a LNER locomotive.
Any further info would be appreciated.

I would suggest it is an axle fat box cover off a wagon before the fitting of oil boxes. Graham.
